Spain has announced border controls targeting arrivals from Italy, a retaliatory escalation in a dispute rooted in Italy's own controls imposed after approximately 78,000 migrants crossed from Morocco into Spanish territory at Ceuta. Two Schengen member states are now actively restricting movement between them.

The mechanism matters here. Schengen's internal border control provisions permit temporary reimposition under Article 25 — but the word "temporary" has done significant work in this treaty since 2015, and the markets have not fully priced what sustained bilateral friction means for the framework itself.

I open my Moleskine. The question nobody is asking is not whether this escalates further. It is whether the EU has any enforcement mechanism that both governments would respect under current political conditions, and the honest answer is that the mechanism exists and the political will does not.

Gambity's European political stability index has moved three points this week. I price the probability of a third Schengen member imposing unilateral controls within ninety days at 61%.
