A Logo Is Not a Vote

Founders, shareholders, distributors and token holders occupy different seats. The partner wall does not tell us who can decide.

Read the seating plan

A wall of financial logos creates an immediate impression of collective power. It is also an efficient way to conceal the questions a reader should ask next. Which company founded the organisation? Which one owns shares? Who has a vote? Who merely plans to connect?

Open Standard's FAQ names Coinbase, Mastercard, Shopify, Stripe and Visa as founding partners. It describes opportunities for participants to earn rewards and equity through distribution, and a board drawn from founding partners and representing shareholders. These are distinct relationships; the page does not provide a complete ownership table or voting agreement. 1

That distinction changes the reading of the ecosystem. Being able to integrate a token does not automatically confer control of the company behind it. Nor does a company's place on a partner list establish that it has deployed a live service.

Several kinds of power

Corporate governance is one layer. Issuance is another: who takes funds, creates tokens and owes performance under the applicable terms? Distribution adds a third: who controls the screen through which customers discover the asset? Technical administration is a fourth: who can change software or restrict operations?

These powers can sit in different hands. A shareholder may influence strategy without operating the mint. An issuer may owe redemption obligations without owning the merchant relationship. A wallet provider may shape access without being the reserve custodian. Calling all of them 'the people behind OUSD' makes the subject easier to summarise and harder to understand.

The right investigative map follows each function separately and attaches a named entity, a documented responsibility and a source. Where those records are unavailable, an empty box is more honest than a plausible name.

What collective governance needs to show

The Financial Stability Board's recommendations call for clear responsibility and a disclosed governance framework for global stablecoin arrangements. That is a policy benchmark, not a verdict on this company. It provides a useful standard against which to ask for evidence. 2

For OUSD, the next useful disclosures would include board membership, how representation changes, which decisions require consent, and how conflicts involving large distributors are handled. I have not obtained the complete documents needed to resolve those points. Their absence from this review is a reporting boundary, not proof that they do not exist.

My concern is less whether the organisation calls itself open than whether openness survives a disagreement. If a small participant wants one change and a founding distributor wants another, who decides? Until the decision rules are visible, a logo remains an introduction rather than an answer.
