Beyond the Announcement

Eighteen files lead to a simpler question: what evidence would show that OUSD has become useful infrastructure rather than an impressive launch?

Published 13 October 2026 · Evidence reviewed 2026-10-13

A launch is a baseline

The first announcement tells us what a system wants to become. The records after it tell us what happened. A reference collection should keep both, without allowing the second to be silently replaced by the first.

For OUSD, I would maintain separate measures for available integrations, active integrations, circulating supply, repeat users, payment outcomes and redemption performance. Those quantities describe different things. One cannot safely stand in for all the others.

A balance can represent useful working capital or money waiting for a use. A transfer can represent a commercial payment, an exchange movement or infrastructure activity. A large number is only informative after its definition is visible.

The measurement problem

Visa's onchain analytics changelog offers a concrete warning. Its September 2026 refresh changed adjusted-volume results when expanded address labels excluded more infrastructure and automated activity. The definition was unchanged; the ability to identify activity improved. That is a methodological lesson, not an OUSD volume measurement. 1

For this collection, I do not publish a consolidated OUSD commercial-payment total. I have not independently reconciled its chain supply, reserve portal and provider activity into that metric. A changing aggregator page would not resolve the problem on its own.

A better adoption record would specify the period, assets, chains, address treatment and included activity. Provider claims should be attributed, onchain measures should state their limitations, and revisions should explain what changed.

What would change my view

I would become more confident in durable utility if disclosed services showed repeat use, reliable redemption, competitive all-in costs and clear governance. I would become more cautious if important disclosures remained difficult to connect, if service availability lagged announcements, or if customer exits depended on fragile routes. These are evaluation criteria, not findings of misconduct.

The wider consequences also require proportion. The BIS discusses how broad foreign-currency stablecoin adoption could affect monetary sovereignty and run dynamics. Those conditional risks deserve attention; they do not establish that OUSD has already reshaped a country's monetary system. 2

The Dollar Files is intended to be revisable. New reserve reports, corporate disclosures, regulatory decisions and measured deployments should change the relevant file, with the change dated and explained. A reference source earns its place by correcting itself as evidence improves.

What interests me is the attempt to place a shared commercial arrangement around the dollar's digital movement. Whether it becomes durable infrastructure will depend on details that a launch cannot settle: who can decide, who gets paid, who can exit, and whether customers find the resulting system worth using again.
