The Kansspelautoriteit imposed its largest-ever penalty on EOD Code SRL on 23 October 2026, citing the company's operation of at least twelve websites — among them Instantcasino and Skyhills — that accepted bets from Dutch residents without a licence.
KSA investigators accessed the sites during a compliance check and successfully placed wagers, establishing that earlier enforcement orders had not restricted Dutch access. The regulator identified the absence of visible age verification, the acceptance of cryptocurrency, and the availability of anonymous payment methods as aggravating factors, noting that anonymous payments carry elevated money-laundering exposure.
The €37 million figure was reached using estimated turnover rather than a standard penalty schedule. The KSA determined that EOD Code's revenues from Dutch players exceeded what a conventional sanction would capture. EOD Code claimed Costa Rica registration on its websites.
The fine exceeds the previous KSA record of approximately €24.8 million imposed on Novatech in March 2026 for operating Qbet.com and 55bet.com. Gammix, linked to Rantcasino.com and Betoriginal.com, received a €20 million penalty in 2024.
