Andy Burnham's government announced Tuesday that Britain will ban trade with Israeli settlements in the West Bank, with Foreign Secretary Ed Miliband set to introduce a new sanctions regime preventing the exchange of goods and services with settlement businesses.
Burnham spoke with Donald Trump by phone on Monday. Downing Street's readout described a discussion of a two-state solution, a framing that suggests Burnham used the call to notify Washington that the measures were coming rather than to seek approval for them.
The sanctions are limited to West Bank settlements and do not extend to Israel proper. Miliband has also examined expanding existing human-rights sanctions to cover obstruction of humanitarian aid into Gaza, and has looked at formally endorsing the International Court of Justice's 2024 non-binding opinion that Israel's occupation of territory Britain now recognises as Palestinian is unlawful.
Bloomberg reported last month that Britain was drafting the package as Israel continued advancing settlement construction in strategically sensitive parts of the West Bank.
